COE, in the context of Singapore stands for Certificate of Entitlement.
Entitlement from dictionary.com means:

3. A government program that guarantees and provides benefits to a particular group: “fights… to preserve victories won a generation ago, like the Medicaid entitlement for the poor” (Jason DeParle).

COE in Singapore is used to control the number of cars being imported into Singapore. And the car buyer will have to bid for it. Normally, for a 1600cc car, you will have to pay approx $24k just for COE, and than another 297% import tax, and then the price of the car in OMV.
Now, paying special attention to the items in red, it seems to me that Singapore has no basic human rights. We are not even entitled to own a car, unless we pay for it! And that is called entitlement? We Singaporeans have to BUY entitlement…. its not a right given by the government…. how sad…

How many of you has actually checked through the bill, and make sure everything is in order?
Well, I for one does the above, and this is what I find out.
“meter prediction”
they read your meter every 2 months, not every month. they will “predict” your 2nd month’s reading, and does the necessary “adjustments” in the 3rd month.
this effectively gives them the ability to “overcharge” you for the 2nd month, put it inside a bank to earn interest, and in the 3rd month, simply adjust it back. and Voilà, $1million of interest in bank for that month!
“tax on-top of tax”
first, I would like to iterate that to me, GST stands for Goods and Service Tax.
next, do you have any idea what are the items that are taxable for GST under your bill??
1. electricity usage (fair enough, its goods)
2. gas usage (fair enough, its goods)
3. water usage (fair enough, its goods)
4. Refuse removal (fair enough, its a service)
5. water conservation tax (WTF?!)
now, why the hell is GST taxed over water conservation tax? is it a service? NO! is it a goods? NO! so… why? never got an answer from them even though I asked….
