New Income Tax Ruling on Per Diem
1) Per diem allowance refers to daily stipend given to employees on overseas trips for business purposes
Include trips to attend overseas training and conferences
Allowances meant to cover certain living expenses incurred overseas ie, cost of living, transport expenses and other incidentals
Per diem allowances do not include air ticket and overseas accommodation
2) Per diem allowance is taxable unless it can be proved that it is subsistence in nature.
Acceptable subsistence in rate differs from country to country
To remove tedium from justifying case to case, IRAS has published acceptable rates by country
Per diem allowance in excess of acceptable published rates will be taxable
This new treatment is applicable to per diem allowance paid / given for the Year 2005 and subsequent years
How Are Acceptable Rates Determined
Rates are determined based on historical rate given and accepted by IRAS
IRAS will review rates yearly based on information from employer and other relevant information
Rates for the following year will be published in December every year
Examples on the Application of the New Tax Rate
The acceptable rate for China is $98 per day for 2005
Scenario A
ABC Ltd paid Mr C $80 per day when he went to China for business meetings. Since the per diem allowance of $80 is less than the acceptable rate of $98, the per diem allowance is not taxable. ABC Ltd does not have to declare the per diem allowance in the Form IR8A.
Scenario B
DEF Ltd paid Mr D per diem allowance of $120 per day when he went to China to meet the Chinese clients. Mr D receive,d $720 for the 6 days that he was in China.
Amount in excess of acceptable rate per day = $120 – $98 = $22
Taxable amount and to be declared in Form IR8A = $22 x 6 = $132

Now, its the red-fleshed buggers I am going to talk about today.
So I was happily eating them last night, and those that I ate has much darker coloured flesh. The juice thats dripping from the fruit after cutting them actually stains the plate and was difficult to remove once dried.
And, this morning, I was shitting… and to my horror, when I was flushing the bowl, the water is blood red…. geez… I was shitting blood…. pulled my pants down, got more toilet paper and started to wipe my arse again….
But…. NO BLOOD LEH!
Came on out… I wonder what is happening to my body….
Only almost an hour later… I realised that its the dye of the Dragon fruit that I ate last night…
so ladies and gentlemen… if you ate them and you see red… dun be too alerted….
